is it legal for my work hold my paycheck?

I worked at a seasonal job during the christmas holidays and the last day the store was to be opened i did a deposit to the bank with the float and a separate one for the money made that day. A security guard actually walked me to the bank and saw me deposit it. Its been a little over three weeks and i haven't received my last paycheck because the two deposits are missing and the company has not received them so they are holding my paycheck until i find them.
